It's a reasonable request, so long as people are reasonable in their avatars. Considering size in bytes, size in geometry and content members have been pushing the limits. What full-blown censorship? You have 2 different things that happened today... there was an argument that people were abusing avatar size in dimensions and in file size, so we made the change to enforce stricter size policy. That isn't censorship, it's streamlining a website so that it loads more efficiently for its users. That's unfortunately not a built in option for phpBB. There might be a 'hack' for it (open source PHP source code modification) but we've added so much crap to the original code I don't know if it would even work.
