Unless the U.K. is planning on no longer accepting email from outside its borders it will be largely moot (they will impose some costs on in country spammers as they move operations).

Most spam comes from the United States and Asia, and will be outside its reach.
It sounds nice, but is essentially unenforceable. Just like the "do not call" lists.

Those no-call lists work great in Norway.. you guys just need to tighten up some!

With a phone call though typically your cost will go up (probably signficantly) if you have to start making it from another country. Email doesn't suffer from an increase in price based on where you send it.
