Unfortunately employers here (the US) are subject to rather stringent interpretations of the laws that govern harassment at the workplace. As a result, employers are forced to take a strict and proactive stance on dealing with what is and isn't appropriate at work or they face severe consequences in the court room. Unfortunately, it doesn't matter what you or I might find offensive, all that matters is the lowest common denominator (the baptist sunday schoolers you mention hehe), and whatever it is that makes them uncomfortable. Images like this can and do get people into trouble with the HR goons all the time.
