It starts in PoK, ends in Upper Guk.
It's called the Crown of Deceit or Crown of Deception, can't remember.
Just use alakazams to search for it. Good luck, the faction IMO is the hardest part of the quest being evil it's been a pain in the ASS to get my faction up to do this quest. FYI if you are an evil race/religion then you have to get the ghoul lord scalp to get above indifferent faction.
