How the fuck do you make a Windows Live offline account?

I'd like to be able to be able to play games and be able to save my progress without always being able to connect to the internet. I know there is supposed to be an option to create a new account for offline gaming, but I see no option anywhere to do this. Every time I create a new account it takes me to the Live website and there is no option to create an offline profile... It's pissing me off!

Some responses:

Every account you first create is offline. It's only when you choose to take it online that it becomes and online account.

If you have an offline account you get NO live whatsoever. To create one, just make an account and say you don't wanna Sign up for live

Yeah I found those threads as well. I just get no option to NOT sign up for windows live. I've created a new account a couple times now and don't find that first response to be true...but I guess I'm doing something wrong.
