That's a parody newspaper. If it's not self-evident, you can click on the disclaimer button and they tell you straight up. South Oakland (SoufOaklin) is the neighborhood of Pittsburgh in which the University of Pittsburgh is located. I went to school there for a year.

Sad though that may be, this is a recurring problem in P-Burgh. There was a kid on my floor who went to get a tattoo. The tat was to be the chinese characters for "soulmate." His girlfriend planned to get a matching one in a studio in Altoona, where she went to school. Unfortunately for him, another kid on my floor was fluent in chinese. It turns out that there is no chinese character which translates directly as "soulmate." Instead, the artist gave him a prefix which denotes that a ghost or a spirit or a soul is being discussed. Just as "anthro-" symbolizes that the word or phrase is linked to human behavior, so this prefix was linked to ghosts and spirits, but like anthro, it had no meaning beyond that.

We never told him about it. But he found out about it himself when his girlfriend came out to visit and had something totally different tattoo'd on her arm.

Edit: I also don't think the fake newspaper even exists anymore. The sports section contains stories reprinted from september 2001, and the publisher's note talks about how basketball hasn't started and Larry Fitzgerald is going to the draft, making it a year and a half old.

The tip off to me that it was fake was this line:

The story may be "true" in the abstract sense that people often tattoo meaningless or incorrect asian symbols on themselves, but this guy is not going around and tattooing "insert general tsos chicken here" all over town.
