I picked this up today at lunch, very excited to play it. You can look at my video games thread for more information on the game, but basically it is an open world racing game with the largest in game world ever (14,000 sq km). You can play online or offline, create your own race tracks, etc. I'll write more once I've played it some.
It's out for the PS3 and 360.
EDIT: If you see this thread and decide to look for more info on it, note that the official reviews for this game haven't been very good, but all of the user reviews I've read have been good or great.

Everyone always demonizes reviewers when they have something negative to say but really when it comes down to it there's no difference between a "official review: and a "user review" since reviewers are users just like everyone else out there. Also since you just picked it up that day I don't really think you're in much of a position to disagree with any of those reviews at the moment as I'm sure they spent a lot more time with it than you have. First impressions can be deceiving.

It'll make dumb decisions such as trying to climb a hill that it can't and just sit there with the throttle cranked as it just kicks up dirt for a while. There's no rubber-banding per se, but the way that the game makes things "challenging" is by having the guys at the front of the pack take off at a million miles an hour and then stay ahead for the bulk of the race. Near the end, it'll just slow down a great deal to let you pass on by and win the race. Once you realize that this happens every time, it's not a matter of taking risks to catch up but simply playing it safe and waiting for the computer to let off the accelerator and let you take your place on the podium.

First off, you're wrong. User reviews are not the same as "official" reviews. Many of the official reviewers are jaded or partial to certain developers/genre's and pretend like they actually gave the game a fair chance but in reality they didn't and went with what their bias gut feeling was about the game. Second, I had read what you quoted before, and I have been waiting to see that in the game. I have cleared 4 of the 19 sections so far on the map, and have spent quite a few hours of playing, and I have yet to see any of what they mentioned. I don't see CPU racers passing me up at the last second, I don't see them letting me off at the last second and letting me win, so I'm not sure what they are talking about.
I haven't beat the game yet, but I've spent a good 20 hours playing it, and I like it a lot. Free roaming around and just trying to find collectible stuff in the huge world is a blast. Most of the races have been very challenging and have required me to play through them multiple times to learn the best race.
I like this game because it's different from the usual Forza/GT game. You can wander around and do whatever kind of races when you want, you can also make your own.
The two complaints I would make about this game would be:
1- Load times, these are helped by installing the game but loading still sucks. For me though, this is not a deal breaker.
2- The multiplayer is annoying, there isn't a lobby so once you finish with a ranked/player match you have to make another one.
Overall if you are looking for a cool racing game that isn't the same old crap, I would suggest at least giving this a shot.
