Wouldn't the option 1 satisfy that? Option 2 would only be chosen if it was a determining factor.

And yes I do support blowing up the Baldwins (even without UN support but I'm confident we could get it).

#1 doesn't satisfy it. I could care less what the UN thinks if we have proof. The two aren't tied together for me but I would like some public proof if possible.
