At the moment, yes, although there are some rules about the animal don't suffer. They tried banning it a few years back (reasonable enough imo) but the attempt was more of a puritanical "we dont like this, lets ban it" emotional attempt rather than anything rational, which made them go WAY past the target in the attempt.
So much past it that even our most conservative party (the ones that are still trying hard to keep our foreign policy laws, even though danes that find a significant other outside EU have to move to sweden to get married, because they block them from coming to denmark) voted against it.
Basically, they did a "everything relating to a sexual act with an animal is illegal, period. Forgetting that artificial insemination are a fairly well used method for breeding animals, and their law suggestion would make both the insemination itself, and the harvesting of the needed "materials" illegal. So the suggestion got dropped, but will probably be rewritten to something usefull, and then brought up again someday.
