The Console Arcade-game i spent most time at (as in spent most pennies) would be StreetFighter 2.

StreetFighter 2 was the Alpha and the Omega back in the day.

Honorable mention to Yier Ar Kung Fu and Streetfighter 1.

As for homeconsole, i nominate Tekken 2 and Final Fantasy Tactics.
