Highlights:
A U.S. government audit found American-led occupation authorities squandered tens of millions of dollars that were supposed to be used to rebuild Iraq through undocumented spending and outright fraud.
In some cases, auditors could find no trace of cash, much of which came from Iraqi oil revenues overseen by the occupation authority.

"Those deficiencies were so significant that we were precluded from accomplishing our stated objectives," the auditors said of U.S. officials in Hillah being unable to account for $97 million of the $120 million in Iraqi oil revenues earmarked for rebuilding projects.
Negligence proved deadly in at least one case. Three Iraqis plummeted to their deaths in an elevator in the Hillah General Hospital that was certified to have been replaced by a contractor who received $662,800.

Also in Hillah, occupation officials spent $108,140 to replace pumps and fix the city's Olympic swimming pool. But the contractor merely polished the old plumbing to make it look new and collected his money.

When the pool was filled, the water came out a murky brown and the pool's reopening had to be canceled.
Two occupation authority field agents responsible for paying contractors left Iraq without accounting for more than $700,000 each. When auditors confronted their manager and asked where the money was, the manger tried to clear one of the agents through false paperwork.

"This appears to be an attempt to remove outstanding balances by simply washing accounts," the auditor said.
It looks like we're doing a real bang-up job over there.

You know, if Iraq were to come out of this whole debacle with a stable government which was responsive to the people and had both the popular mandate and the capability to enforce security in the country, the war wouldn't seem so negative.

Unfortunately, it looks as though that is not happening. From all appearances, we are slogging along very slowly in our efforts to rebuild Iraq's infrastructure, government, and security apparatus. Militants infiltrate Iraqi security forces quite easily, sympathizers are regularly assassinated, the government does not have broad based support, and on and on.

Iraq's top Sunni Arab political leader accused Shiite-dominated security forces Sunday of pursuing a strategy of sectarian "cleansing" in Baghdad and said he opposed giving key Cabinet posts to Shiites — a stance likely to further inflame tensions.

Iraq's ceaseless violence killed at least 20 people, including 13 Iraqi policemen and soldiers. Three Iraqis were killed in a spate of church bombings bearing the hallmarks of Sunni insurgent attacks.
It's a bad sign when Iraqi's are willing to voice this sort of sentiment more and more loudly as we prepare to reduce our troop presence and turn the country back over to Iraq. What will happen when we go? What will we have accomplished?

The same problem is happening in Afghanistan. While we are making measerable progress over there things should be far ahead of what they currently are. It costs more to get an appartment in Kabul than most places inside the US yet the people make pennies compared to the US. The NGO's and contractors get there and are willing and able to pay far above what the Afghans are able to. And while not on a whole, most of them are there to make a big tax free buck.

Hey.....if the US government is the conspiracy behind all this and is trying to steal oil and make money for their partners, then why would they reveal this in an audit?

Seems to be a pretty common theme among all companies.....trying to bilk anyone they can to line their pockets. It is not just the US and it is not just certain companies. Anyone running a big business will do anything they can to make as much money as possible before they get caught and go to jail.

I'm not saying that our Government is the one actually stealing, it's probably just an oversite because of the situation.

However I do not think they are setting or have set a good example in regards to keeping companies from doing it. If people at the highest level aren't being held responsible... why would they?

The government should be doing audits of every US company and cracking down on all of them. Of course if they did, then people would cry foul that big brother is getting involved in things they should not. Lose-lose situation.

You guys didn't hire former Canadian PM Jean Chretien to look after the rebuilding or anything did you? I mean the pattern looks very similar...

Contrast the open approach the US Government is taking in revealing these details with the on-going deception and obstruction of the UN Oil for Food program.

In a 35-page report issued late last month, the Congressional Research Service concluded that "it is unclear whether the CPA is a federal agency." That means it's also unclear whether CPA is covered by federal rules and regulations, particularly those that affect how the organization may spend U.S. funds.

Oh yeah, the Government is rapid in publishing reports critical of bodies that have status so uncertain, that a congressional body can't or won't classify it.

I'm glad you get such warm happy feelings about pissing away billions though. Really.

just a intresting tid bit more people have died from murder in major not all of the USA but just in major US cities than in Iraq over the past year.

But anyways things dont look great, but I dont remember this entire war being something other than decades till completed.

Dont give me the mission accomplish crap cause I watched that speech live and maybe there were banners ect, but I remember the president said it was far from being over in that speech..just that major military operations were overe(meaning in mass troop movement and destruction being done in this phase, like whole divisions moving through mutiple cities and fighting entire armys or divisions at once).

More are killed by other Americans in a year that have died from terrorism in your entire history as well. Where's the War on Murder? Where's the billions of dollars in funding to stop it?

More are killed in 50 days on the roads than from terrorism as well. Why don't you have speed limiters and lo-jack installed in every vehicle? When they bomb a suspected terrorist hideout why do you rush to back up the government, but when they give you a speeding ticket you get pissed off?

Another year in Iraq and you will have lost more lives there than in 9/11, not that it's related. The question is, what did you achieve? You installed a tenuous democracy that it would seem is going to be under attack until it's brought down. Not sure it's worth it, regardless of how keen you are to kill each other at home.

Bush likened the 'victory' in Iraq to the defeat of 'Nazi Germany' and 'Imperial Japan' as he was gloating about 'removing an ally of Al Qaida'... :roll:
