I've been looking into more customizing of XP without running any third party programs in the background to keep it up. I've looked around and can't find anything that specifically alters the entire set of icons. I the desktop.ini, but I don't want to do that for every... single... one.
Anyone have experience in installing a customized shell32.dll file? And if so, where can I download them?

Try having a look round at neowin.net, I haven't visited in quite a while, but they have maintained good lists for customization resources.
