A general saying that he believes his forces are capable of defending the territory they are responsible for doesn't seem that remarkable to me. What is he supposed to say, that they would lose? I think claiming this is saying they want to attack North Korea is a huge stretch.

He could just not comment on it to the media while his government is supposed to be negotiating to avoid armed conflict. The saying "shut your hole and know your role" comes to mind...
