it could absolutely be news.
it is possible it is somebody who was probing our response. they waited until they shot the flares (which is the last thing they do before they shoot you) before acknowledging the presence of the fighters.
sure it is probable that it was just an idiot pilot, but he left from a PA airport very close to the DC airspace, and I find it hard to believe that all of those pilots arent very aware of the stipulations regarding the DC airspace - as many have already been interviewed about it.
sure, you arent going to do any damage with a Cesna, but you can test the NORAD response to an airspace violation with one.
I'm not saying that is what this guy was doing, but just analyzing whether or not the NORAD response works in the DC airspace is a legitimate story considering how botched the FAA/NORAD communication was on 9/11.
