IIRC, if your running Windows XP it's Micro$ofts way of phoning home every now and then making sure your playing nice nice with it's OS.

It supposedly does it at random times on random days. I'm not sure myself how often.

You could just add this to your hosts file and I think it will stop trying to call out....

127.0.0.1 sa.windows.com
sa.windows.com 127.0.0.1

(Yes, both lines from what I understand are needed to help keep Windows from trying to search out the DNS server and locate that URL)

Use Zone Alarm or Tiny Personal Firewall and you can stop incoming and outgoing connections.

My favorite is Tiny Personal Firewall. The 2.0 version is free for home use and works quite well. Here is the URL to the download of TPF 2.0:
