It supposedly does it at random times on random days. I'm not sure myself how often.
You could just add this to your hosts file and I think it will stop trying to call out....
127.0.0.1 sa.windows.com
sa.windows.com 127.0.0.1
(Yes, both lines from what I understand are needed to help keep Windows from trying to search out the DNS server and locate that URL)
