stupid computer question

I have a High Speed capable USB device (thumbdrive). On one of the computers that I use it on, I do not have a High Speed host controller.

The question is: is said controller software or hardware, and if soft, can I upgrade it?

You can get a PCI card with USB 2.0 ports on it.
