yeah.. places are working on it all over the world.. and a couple small US cities have it already.

definately one area the US is not in the lead.

my friend was part of Detroit and Portland installations several years ago. Not sure how they went, but its out there.

there is an Atlanta free-net out there, with an antenna on the highest point in the metro area (Kennesaw Mtn). The problem is when there is a mountain, there are often other hills/mtns nearby! the combination of surface topography and trees in the ATL make it pretty difficult to implement with the current cost effective equipment. But it is out there, and largely civilian implemented.
