Because it was a cartoon, you assumed it had a humerous purpose? The message (whether you agree with it or not) is rather clear to me. Arafat's passing is not going to change the culture of terrorism in the region - a culture that includes young boys comitting acts of sucidal homicide.
I think it is very clear the cartoon was not intended to be funny.
