According to Blizzard reps, to play on US servers you will need a US credit card, a US billing adress, and an IP originating in US or Canada.

European IPs will be blocked from accessing the US-based servers.

They give lame reasonings such as 'added lag' for overseas players playing on US servers,

Conversely, playing the game on servers in distant regions would significantly detract from the quality of the player’s connection and customer-support experiences. This level of service is inconsistent with Blizzard’s quality standards for World of Warcraft and could result in negative gameplay experiences for players of a subscription-based game service.

It seems (and this is uncorroborated information) that Vivendi sold the exclusive european distribution rights to WoW off for a big sum of money, and are now tied to a contract that prohibits them from selling the product - not the hardcopy of the game, but access to the servers - there, and indeed to take steps to actively block Europeans from playing the game with the people they want to.

That sucks but sounds totally plausable since Blizzard is now owned by Vivendi. Greed, while it can be a powerful ally (QGG - TPM) is a bad thing for game development...
