Flint - Mayor Don Williamson ordered the police to detain a newspaper carrier Tuesday after he refused to give the names of Flint Journal subscribers at City Hall, according to the carrier.
Thomas Hansen, 57, of Burton said Williamson confronted him on a City Hall elevator Monday afternoon after he spotted a stack of newspapers under his arm.
Hansen said he told the mayor he was delivering them to subscribers at city offices and to a newsstand inside City Hall, but balked when Williamson demanded the subscribers' names.
The mayor issued an order in July that limited the reading of newspapers by city employees to employees required to read the material for work-related purposes. The order does not refer to people who are not city employees.
"He wasn't supposed to be there," Williamson said, adding the carrier had a "poor" attitude and was "a very sarcastic person."
Hansen said Williamson demanded to see his peddler's license.
Hansen said Williamson pulled a cellphone from his pocket and told him he would show him how much power he had.
"He said 'I have a man down here I want arrested,' " said Hansen.
Two police officers showed up and frisked Hansen then led him over to the police department. He was questioned about the incident and released after about 15 minutes, Hansen said.
Williamson said he expects charges to be brought.
"Watch and see," said Williamson.
The Flint Journal and the carrier believe their legal rights have been violated by the mayor and the police department and are consulting their attorneys.
Flint Police Chief Gary Hagler said the investigation will be forwarded to the city attorney for review.
An attorney for the Michigan Press Association said Williamson's actions violated The Journal's First Amendment rights to free speech.
"There is a right to distribute the speech. He (the mayor) went too far," said Dawn L. Hertz, the association's general counsel.
The Journal has pre-paid subscriptions at four City Hall offices, in addition to providing papers at the lobby snack stand.
Terry Hamm, co-owner of the Kandy Shack, said Journal sales at the shop have declined from 50-60 daily to 15 since the mayor's July order.
He said he plans to talk with city officials today in hopes that he can continue selling Journals.
Williamson called for a boycott of The Journal shortly after his election last year.

The same guy is holding out 5.7 million in federal grants and not letting them be paid out ( they go to provide school lunches, summer work for teens, neighborhood Improvement projects, HUD grants, etc) because he says that any money he cannot control is not worth having. 2900 kids are hungrier tonight because of this democrat.

Better yet, with your qualifications, why not just eliminate all world leaders, the UN, and all organizations of authority and put you in charge of world affairs. Should only take you a week to solve all the worlds ills.

I'm assuming that he doesn't want people reading the newspaper at work, as it interferes with them completing their work. It's the exact same as some companies limiting peoples' internet access. Barring employees from reading the paper at work is one thing, harassing the paperguy because he is legally delivering papers to a public place that were ordered long before mayoral Dictate Number 3 kicked in is another.
I mentioned him starving kids... Oh yeah and the line about the ccity being in bankruptcy, he CAUSED it. The city was under a state appointed emergency financial manager until 1 June, then the DEMOCRAT governnor certified along with a private firm and the DEMOCRAT emergency financial manager that the budget was balanced and all was good. But the DEMOCRAT mayor blew over 3 million in 3 months and caused the city to go back into deficit. He talks about other priorities for money that is EARMARKED for specific uses or it will be LOST.

GENESEE COUNTY - Some county officials say they can't believe Flint Mayor Don Williamson will carry through with a threatened funding cut to a county agency that could cost poor residents $2.7 million in services, including summer lunches for children.
Believe it, said Williamson, who insists basics such as street repaving and police staffing have to take priority. And he has choice words for his critics.
After several county commissioners said last week that Williamson might not understand the fallout from the cuts, the mayor called one - Rose Bogardus of Davison - a "stumbling, bumbling idiot."
"She's been on the taxpayer's t-- all her life. Tell her to go get a real job," he said.
He also called Bogardus "unemployable," "goofy" and "ignorant."
Bogardus said the comments don't faze her.
"From Williamson, that doesn't bother me one bit," she said.
In July, Williamson said he would review $5.6 million in contracts connected to nonprofit and government agencies that former Flint emergency financial manager Ed Kurtz had approved. Most of the money comes from federal grants that the city distributes.
In some cases, Williamson said, the agencies won't get the money they expected because there are other priorities he would rather spend the money on. In other cases, the city's contract compliance officer has claimed a review has unconvered evidence of "gross misuse" of federal grant money that would disqualify some agencies from continuing to receive money.
Bogardus said in a meeting Wednesday that she doesn't think Williamson understands how much city residents will lose when programs from the Community Action Resource Department are cut.
"It's taking food out of the mouths of children. That is literally what the mayor is doing. ... Programs like these prevent Flint from becoming like a Third World country," she said.
But Williamson said Flint can't afford to pay for the food programs run by nonprofit groups - even when the money can be leveraged for more - when streets need to be resurfaced, more police should be hired and money is needed to clean up neighborhoods.
"Until I make my investigations and these people get cleared and we rebuild the streets and see how much money we are going to have, I cannot make that decision" on continued funding, he said.
"The city is in bankruptcy. We don't have that luxury"
The county Board of Comissioners still hopes Williamson will decide to spend $175,000 for CARD programs, all of which serve mostly poor Flint residents.
Flint money pays what federal, state and foundation grants won't, and allows the county to leverage more than 10 times the initial investment back to the city, said Steve Walker, executive director of CARD.
Walker said he's received mixed messages about funding and had difficulty communicating with Williamson. Walker said he discussed the issue with the mayor at a meeting last month; Williamson said he doesn't remember Walker or having such a meeting.
"I couldn't find a way to get on the same page (with him)," Walker told the commissioners. "We're trying to develop an understanding of how to get on the same page."
Commissioners agreed to have chairman Richard E. Hammel write to Williamson, asking for a final decision on the funding.
Without Flint's support, cuts in services and elimination of some programs are certain, according to Walker.
"I think we need a resolution," Hammel said. "The mayor and the council have a right to prioritize. ... I respect that.
"We're just saying, 'Tell us. Then we'll know.' "
Two City Council members said they can't answer for the mayor or what he plans.
CARD hasn't been identified as a source of any alleged misuse of federal grant money, and Flint City Council President Johnnie Coleman said he supports continued funding of the $175,000.
"The City Council doesn't understand (it) either," Coleman said. "We're in full support of the (CARD program) but the man (Williamson) claims he's investigating. The mayor is not letting loose anything."
Ninth Ward Councilman Scott Kincaid said money for the agency has been set aside for several years but the council can't force Williamson to spend it - even if it's part of an approved budget.
Kincaid wouldn't comment on what should be done.
"I've got to work with him," Kincaid said of the mayor.
Walker said food distribution would not stop if city funds are cut, but some programs would not continue, and the agency could no longer deliver food to those who need it but have no transportation, are frail or have a disability.
"The city does not have the resources to take care of even the most basic needs," Walker said. "(Nonprofit groups step in) so that the population is not dying in the streets."

Actually he does not Lynks, he can deny the employees the right to read them. But not during breaks, lunch times etc. Also he cannot restrict someone doing a legal job on public property. BTW Have I mentioned he is a twice convicted car thief, who got his start by socking away illegal gains before he went to prison then having his Patsy ( yes that is his wives name) start car dealerships in her name that he ran.

Actually the DEMOCRAT governor did not appoint the financial manager, the REPUBLICAN governor did, the DEMOCRAT governor pulled out the financial manager early after being offered bribes by the DEMOCRAT mayor.
