The US Constitution never specifically mentions that minorities are not allowed to vote. The government just found ways around the laws in certain parts of the country by giving reading comprehension and writing tests as a way to stop minorities from voting. Eventually, that was changed. However, Canada's laws specifically listed nationalities that were not allowed to vote. Japanese, for example, were not given the right to vote in Canada until 1949.
