Need assistance form a software Guru

Ok here's the problem I've got.....

I'm running win 98 and yesterday my system ran very very slow on shutdown, this morning the same thing, it was taking upwards of 30 seconds to open any app, I did a ctrl alt del and saw there was an app running called MStaskc , I've never seen this before so I run a file search and it is sitting on C:

After a web search on this I went into task seheduler and cancel it out then I rebooted, the task sched is in fact not comming up but MStaskc still shows up on ctrl alt del , when I try to delete this from C: it tells me
Cannot delete MStaskc: The specified file is being used by Windows.

How can I fix this and get it off my C drive so it won't keep popping up and hosing up my system?

Any help would be very much appreciated.

-is your hard drive full?
-is your HD fragmented? (run defrag check)
-rebuild your paging file
-how much memory do you have? Maybe one stick went bad which would cause heavy caching.
-see if your computer has any issues by running this:

http://www.pestscan.com/

It could be lots of things but those are a few things to check,

you are going to want to go to the run command and do msconfig. go to the startup tab and uncheck the box for mstaskc.

probably will have to find it in the registry to kill it as well. I am betting it is in hkey_local machine/software/microsoft/windows/currentversion/run

get yourself adaware from http://www.ad-aware.com and install it. Do the update to get the most current files and let it clena your machine. Sounds like spyware/malware.
