If you're handed a weapon and told there are blanks in it and then you are told to fire them at another person... don't you think you would at the very least pop out the clip or open the chamber and eyeball the ammunition to confirm they are actually blanks?
A blank is noticibly different than a bullet. Note the lack of an actually projectile in the round? It's just a casing with a crimped end to hold the powder in.

It's easy to say that you would always check the rounds in a gun if you were shooting one in a movie, I know I would, but the vast majority of people don't know jack shit about guns and just rely on the crew of the film to tell them what to do.
It's kind of hard to say whether the guy is at fault in this case, unless something is found where he had some motive for actually killing the guy it sounds like a completely accidental murder...

if there was no intent or reckless behaviour involved then there would be no manslaughter charge. I don't know if a DA would prosectute a guy for manslaughter for not checking a handgun that he was led to believe was filled with prop ammunition.
lots of accidents happen like that at low budget movies. the handgun probably just belonged to a member of the crew or something and the prop guy forgot to swap out the ammo for blanks.

Seriously - if you're asked, as part of your JOB (actor, policeman, whatever) to fire a real gun - don't you believe it is your RESPONSIBILITY to learn at least a LITTLE about them?

How much effort does it take to ask that. How many people think this is UNREASONABLE?
Sure, maybe some people on this forum don't know about guns, but do you have people pressing a gun into your hand and telling you to point it at someone else and pull the trigger? Adults are supposed to be responsible for thier own actions, you are likening this to an adult putting a loaded gun in a child's hands and telling them it is a toy. Oops! No fault to the kid, he didn't know.
I'm not saying that it is murder - the Actor was not intending to kill the unfortunate victim, but I think people who handle guns need to know what the fuck they are doing. This HAS happened before, and if people who handle guns do not take the reponsibility to perform safety checks, it WILL happen again.
BTW, here is a picture of a round that actually contains a projectile. Note the solid metal tip. Other "real" bullets have this characteristic as well, even if the ammo is sharper - it is without a doubt very solid and not just crimped together brass sheet metal.
