Well its odd, but if he actually was the zoo's owner, rather than just the manager, what actually is the problem? Its not like anything on that list is exactly a rare species or anything, and they WERE his property. Maybe you can zing him for operating a livestock farm without a farming license and with improper zoning, and maybe for not observing proper slaughtering procedures or something, but in basic principle he was perfectly entitled to eat the things if he wanted to. Wierd yes, but entitled.
