Maybe he just wants to make sure everyones recycling is out on pickup days? Even breaking into homes to get all the used recyclable materials out of peoples houses if need be. Just a good samaritan who tries to be anonymous IMO. A local hero.

Simple answer. For 238$, me and little Rico will take care of the problem.
We've dealed with these kinda people in the mean streets growing up. One time, this guy kept stealing bread from little Rico's Mama as she walked home from the store. So, Me and Rico stood around a corner as his mama was walking home once, and then when she got close, we stole her bread. Now, a few minutes later, the bread the stealer of earlier ran up to LR's Mama, and when he found out she didnt have bread, he shot her. But, we got this all on tape. So, the bread stealer went to jail forever and Little Rico's Mama could have all the bread she wanted.
If she was alive of course.

Reading Lesson Cart, he said "Problem Family" not problem children, not to mention which kids acting like this do not come from families who have parents who would respond by accusing him of being a liar, and defending their "perfect kids" or the type that would reply by saying, "Fuck you."

Call your local cop shop, my shitty city has a COPS office that assigns an officer to each major area of the city, and their only job is to handle problems specifically like yours, and since their funding is from a federal grant I bet your local PD wrote the same grant request.

They do get results.

MooZilla, did you actually read my post or see recycle can missing and reply? Here's a thought, read and comprehend something before you reply.

Cart, talking to his parents will do no good, other neighbors who have caught him in their sheds and garages tried but either they do nothing or the kid disregards them, Matter of fact over the summer he spent a few weeks in Juvenile detention, for what we have no idea.

I Do like the pic with the Poo spikes though

Permit me to offer the sage advice of a certain other message board, culled and distilled from the wisdom of ages- "Do her, er him, in the pooper"...
