Ok, I've gotten quite a few of these from wandering, death seeking lunatic mercenaries the past couple days, with absolutely 0 clue as to where they go, and what they go for. No stats, no drop.

Assume they got into Skyshrine, but I haven't been able to get non kos yet to find out.[/u]

The wandering mercenaries used to drop Mercenary Assignments that you could turn in to the sentries at Skyshrine zonein, dunno if they changed it to brooches.

They're still dropping the assignments too.. both at once, which is cool if they're for faction.
