Historically, the fall of the Roman Empire could be attributed to the large amounts of foreigners and conquered people that populated the army. Most of them gained citizenship as well as learning vital military skills that were then put to use by their homelands to rebel against the Romans.

Actually, the biggest issue was that the army was almost entirely made up of foreigners. Not many Roman born citizens were part of the army anymore. They chose to spend their time doing other things. What this lead to was whole legions made up of conquered people. Granted, they usually were shipped off to other areas to fight/patrol than their homeland but they did take all that training back home and show the others how it was done.
