Wii Virtual Console titles

So I have been waiting for a lot of games to appear on this for a long time now, and I'm kind of confused about what Nintendo is doing.

I can't imagine it takes more than a couple hours to get one of the NES games ready to be available on the Wii, so why the delay? Why only a few a week?

I get the feeling they must look at it as some kind of marketing tactic, to which I would call bullshit. By now every game on all systems should be available to download.

The reason for the rant is I really really want to play Earthbound for the SNES and I can't seem to find it on sale anywhere for less than like 80-100 dollars. There are a ton of other games I've been waiting to see too, including the Final Fantasy Games (which are supposedly going to start releasing soon) and Dragon Warrior, amongst many others.
