I'm the VP of a homeowners association, and we're thinking about putting in some video cameras at key points throughout the community. They'd be outdoor and they wouldn't need to be monitored 24/7 but would need to be able to pull tape/video for like the 5 previous days or something. Each of the cameras would be a couple hundred yards from each other.
At this point, it's just something we're thinking about and I'm gathering research on them. I know nothing about them, but I'm slowly learning. If anyone has any experience with this type of system and can give me any pointers or references, I'd appreciate it.

Edit: They don't need to be hidden or anything. We'd probably prefer they be in plain view to be honest.

Our hospital is looking into getting updated video cameras and they seem to be focusing on motion capture video cameras as oppossed to ones that run 24/7. There was a meeting just the other day about it, so I figured I would share. The existing camera system runs during the daytime, and at night, a switch is thrown and the feeds go directly to our local police station for them to watch.
I have installed two security systems. Both use simple ethernet web cams. Shoot you can even get wireless ones. Setup a simple 500$ Dell PC. There you have it, a simple cost effective video camera system. You'll probably have to get in touch with the local HSIA providor (pacbell, verizon, etc...). There are also security companies out there that you can attach your current equipment to, and have a direct link to the police.
Being in the electrical business, i have done a lot of commerical security installs...or, my subcontractors have to be more accurate.
They have done a lot of analysis for HOA's as well, and 6 times out of 10, the HOA just puts up the cameras, and no back end equipment. That usually solves any problems the neighborhood is having. Criminals/punks see the cameras, assume they function, leave things well enough alone.
If the HOA's plan is to have a fully functional system, to prevent possible future incidents, Bosch seems to sell security equipment at a very good price point. They offer a DVR system to control and record at a central location as well.
Most of what I do is CCTV due to the government nature of the contracts, so I have not dealt with wireless.
I would say for a small neighborhood setup (about 30 homes), you could get away with 8 or less cameras, wired, and start up done, for around $250,000.00. The big cost there will be your cabling and conduit installation. The actual security equipment would be less than $50,000.00, most likely. I am of course making some assumptions on your needs, and size of the neighborhood, but it would be close.
Hence why most HOA's go with a fake/dumby system, that you could always wire up later if problems do/continue to occure.

Motion Capture seems to be the wayu to go nowadays. We have a device from Everfocus at the office that has a 200GB HDD, and records streams from 4 cameras as soon as it detects movement. the cameras unfortunatly aren't the greatest and sometimes it's somewhat hard to make out faces though.
The device also has IP functionality and a built-in website to look through captured video.
Like what you're looking for, we keep video for about a week's time in this HDD and it's continually just overwriting itself.

We're mainly concerned about the parking structure, with the hospital itself not really being a major concern. Your project seems much larger so take my advice with a grain of salt.
I'm of the opinion that cameras are not enough. I've suggessted hiring a rent-a-cop for $17 an hour to work 7p to 7a in addition to our existing camera system.
Cameras will hopefully be able to record who robbed you or vandalized your car. They do nothing in preventing it or stopping it while it is occuring. A person who actually makes rounds or walks women to their vehicles at 3am would give much better piece of mind. The mere presence is enough to make anyone think twice, especially in a parking garage where there is only 1 way out.
