Explain this one

So within this article is this gem:
The Senate also approved by voice an amendment by Sen. Jim Inhofe, R-Okla., that would force senators who vote against annual cost-of-living pay raises to turn over those raises to the Treasury to help pay for veterans' health programs.
What!?

So basically the Senate has created a disincentive intended to prevent Senators from opposing granting themselves pay raises. So not only do Senators have the ability to increase their own salaries, but they are now actively prohibited from doing otherwise?

It's not given much mention in the article but it seems totally ludicrous to me. Perhaps if veterans health programs need help that badly, the Senate ought to just hold off on a cost-of-living raise altogether. Thoughts?

I officially oppose opposing any measure to block a payraise for myself.

I'm just a bill...yes I'm only a bill...and I'm sittin' here on Capitol Hill....
