The thing about a sweeping power like this is that it will undoubtably be used as a politically motivated tool, i.e. line item vetoing an opposing party's projects, while simultaneously letting your party's projects slide through. I didn't think it was a good idea when Clinton was in office, and still don't today. Let the legislaters decide what is to be funded... that's their job in our system.

I am of mixed minds on line item veto, because both sides abuse the system pretty much equally, but if each side is limited more often maybe the end resutl will be a gain for the taxpayer.
