How about finding the full paragraph that he said that quote in. Im willing to bet its not sounding as bad as your tring to mislead. Along with 90% of his other quotes that are taken out of context that the Right Wingers would like to spew out.

But I take this quote as him saying he would want UN acceptence aka majority of the world, to disperse troops to a endangered area. I dont see whats wrong with that.

Never mind the fact, that has happend since WW2 anyways. A good part of the military are under UN command and at their direction.
