Unless it has been fixed, the only real thing recomended level effects is the + stats. Even though it says 4/30 it really hits for full damage.

take a group or 2 of your closest friends and get you a BoC.

it's free and has no level requirment except for the proc which you don't really want anyways.

when you are 50 something and can get something more suitable for a ranger you can sell the BoC and get pimp!
