I was kinda bored and checked out NHL.com's listing of NHL rules. You know...if they actually called penalties on some of the stuff listed there, the games would probably be a fair bit more exciting (though Jersey would be in trouble).
Just the hooking and holding descriptions...you'd lose count if you tried to keep track of the number of times this shit goes on in a game. The same thing applies for the interference calls, but the actual rule is WAY too long to post here. http://www2.nhl.com/hockeyu/rulebook/rule67.html
The high sticking rule could probably be changed to above the waist instead of above the shoulders.
The big thing with all of this is they'd actually have to start getting these rules enforced at all levels of hockey. Watched a couple of World Under 17 games and they were just as bad or worse than professional hockey for the amount of hooking, hacking and holding that goes on.

(NOTE) A player is permitted to use his arm in a strength move, by blocking his opponent, provided he has body position and is not using his hands in a holding manner, when doing so
Rule 64 Hooking
Hooking is the act of using the stick in a manner that enables a player to restrain an opponent.
(NOTE) When a player is checking another in such a way that there is only stick-to-stick contact, such action is not to be penalized as hooking.
(a) A minor penalty shall be imposed on a player who impedes the progress of an opponent by "hooking" with his stick

That rule is mainly for touching the puck with your stick, players like to bat the puck mid air to try a score a goal. Making it waist high makes it kind of impossible to do that.
