Game just blows, period. Button Masher all the way through. Rented this 2 days ago and I dont even feel like going past chapter two.
Graphics are decent, there arnt too many details and sometimes effects just look ugly. Models dont look like they have much flow.
Hated the controls. When you have your gun(s) out a yellow circle moves around the screen auto aiming on the bad guys. The aiming isnt right away so you need to wait about a second or two before its a decent shot. This also makes car chases pretty easy, since the gun auto aimes you can just shoot it down easily. Which means, pull gun out, wait one second, empty clip, reload, empty clip, done. Although your character takes hits like a pussy.
Then you have fighting. They tried to make a fighting system with some depth and failed. You have 4 different types of attacks. Punch, kick, jump kick, and grapple. Whenever you land a hit, a little guage next to your enemies head goes down, when its empty they are stuned and you have a little time to put in comands to do a special attack. To block you hold back. When I fought I really saw no need to vary my attacks. Eventually my enemy would try to attack and my hit gets in first. If its a police call (think random battles) you usually have to arrest everyone. Arresting people instead of killing them gets you a good cop bonus (the more good cop things you have then bad cop, the better chance you have of getting the best ending.
Then you got driving. Its simple enough gas, handbreak, and brake/reverse. If the vehicle has it you can turn on the siren. (your default car and other police cars) You can comandeer cars, even cop cars, since you are a cop. Theres lots of things to be destroyed while driving. However killing people or cops will reduce your shields. You get shields from doing missions and police calls. So far from what I have seen you use the shields for training and other things. (There are 24/7 training centers for driving, shooting, and fighting.)
So basically the game is about getting near the enemy and letting the game do the job. I really havent felt the urge to finish it.

I played it through (Xbox), and it was a lot of fun. There is one ending, and 2 or 3 sub-endings that you can get by taking different paths through the game. The dialogue is humorous, and you can do some pretty cool stuff with the 24/7 upgrades. Learn new fighting moves and grapples, pick up new cars and learn how to do different moves with your car such as disabling another vehicle by hitting it at the right place or downshifting to get a burst of speed, and get upgrades for your gun as well as new guns.
You can confiscate weapons from perps, anything from a knife to a samurai sword to an automatic shotgun to some pretty badass automatic weapons. It is a decent clone of GTA, with several things tweaked... I think it made some steps forward and will help advance the genre that GTA did so well at popularizing.
I was entertained by the game, I certainly wouldn't recommend buying it, but if you can get your hands on it through rental or some other means I found it kind of fun.
