I think it has to do with the paranoia CA has with escaped animals ruining the local ecosystem.

They felt the same way with Ferrets. Now I think the law is you cannot import a Ferret to California, but if you have one already, you can legally own it now.

I think they confiscate ferrets if they catch you bringing them into state, even if you are not a resident of the state and only passing through. They then send them to a shelter in Nevada to have them adopted out.

Course some of the statements in that article are just weird.

Supposedly the fish are all sterilized, so no danger of them taking over unless the companies mess up the sterilization.

Regarding the genetically modified isue. We have been genetically modifying things as a species for a long time now, we are just a lot better at it now.

I'm pretty sure the law they recently passed about Ferrets (like 4-5 years ago) was if you can prove you had a Ferret for 1+ years with a sales receipt then you can keep it. The California enviromentalists are just worried about the people who think a Ferret is cool for 2 months and then let it go into the wild because they dont want to clean its cage anymore.

I had a friend in CA who let 2 fully grown iguana's go (male + female pair) because she didnt like them anymore.

It's already happened other places, and will again. This is one item I'll agree on with the folks that normally fall into my "eco-loonies" catagory.

Good thing about iguanas being released in the US is that they can't survive the winter for the most part. Other areas have different issues that kill them off as well.
