An 18-year-old Bond Hill woman has become the first person prosecuted in Cincinnati for falsely complaining about a police officer after she alleged an officer was loud, rude and dishonest - without realizing the truth was captured on videotape.

Janika Mitchem was pulled over by Officer Keith Fangman, who as vice president of the Fraternal Order of Police was involved in negotiating the collaborative and Justice Department agreements. The agreements, in part, required police to more openly advertise how citizens can complain about an officer's actions. Officers bristled, saying there should be more ways for officers to complain about citizen conduct as well.

Mitchem got tickets during a 21-minute traffic stop May 31 for running a red light and not having a driver's license. The next day, she filed a written complaint, claiming Fangman was disrespectful, yelled and wouldn't let her explain because he was trying to meet a quota.

When a police supervisor began to investigate, he got a videotape from Fangman's cruiser's camera. The tape shows Fangman repeatedly referring to Mitchem as "ma'am,'' explaining that she was pulled over because she disregarded a no-turn-on-red sign, and offering her a ride because neither she nor her two passengers had valid driver's licenses.

Mitchem pleaded no contest to making a false allegation of police misconduct, for which she could have been jailed for six months. Instead, she got a 30-day suspended sentence, was fined $100 and was put on probation. She also paid $80 court costs.

"If someone feels they have a legitimate complaint against a police officer, there are avenues for them to follow,'' Fangman said. "However, if someone decides to file a false, malicious complaint against a Cincinnati police officer as some form of retaliation, that person is going to be charged, physically arrested and taken to jail.''

Thats a pretty fucked up story but I have been on the other end of it also.

I know from personal experiance that it all depends on which police force you are complaining about.

My Parents live off of I-10 about 40 miles east of the Texas border. That area of I-10 was known as one of the worst areas for police corruption for awhile.

I got stoped late one night driving home to visit my folks. I was pulled over for speeding. I was speeding but not what he said I was doing He said I was doing 83 in a 70 when in truth I was only doing 74 in a 70 due to the cruise being set. When I stoped the officer came to my window and from the start was very rude. He asked me to step out of my car and stand at the rear of my car. I was in a thin Tee shirt it was winter so it was pretty cold outside I asked if I could get my jacket out of the car he told me no. He went and sat in his car for around 15 min while I stood at the back of my car freezing. He finnaly got out and walked back up to me grabed my shoulder forcefully with out saying a ward to me. I steped back and asked him what he was doing. Then he says boy you don't wanna do this I can ruin your life at this point im like wtf. He went back into his car then came back about 5 min later with a ticket for speeding and failure to change adress on my Lic and said your lucky the jail is full or I would haul your ass in.

After a few days of being back at work I get called into my superiors office and am told the officer faxed a complaint about me to them. Saying I was cursing him out threatning him and was just all around disrespectfull. So I get introuble at work. Later that week I filed a complaint against the officer telling the entire story including the lies he told my command. About 3 weeks later I get a letter in the mail from that officers commanding officer saying I conducted myself very rudely and inapropriatly and im lucky I'm not in jail.

I have had several run ins with the police when I was younger that have left a permanant bad taste in my mouth regaurding the police.

Perhaps you missed the part about this particular stop where the article said it was captured on VIDEOTAPE?


Best thing to happen to law enforcement in a long time, IMHO.

Perhaps thats why I said it was fucked up she tried to do that and yes I agree the cameras are prob the best thing to happen in some time.

Unfortunately, morons like her ruin it for those of us who actually might have real complaints. For every false complaint like that it gets harder to get a real complaint through.

This was racially motivated, Cincinnati's deep dark open secret is that it is the most racially segregated city in the world outside of South Africa. Fangman is a chubby huge white guy who is frequently shat on by the leftwing nutcases of both colors when he defends his fellow officers. Someone got this dumb chick to press charges and the cops win one.

I am all for it, they should have given her the maximum sentence and convicted her of perjury. Most cops are cops because they are small penii carrying idiots with too low of IQ to earn an honest buck, but when idiots like her jump on good cops for political reasons they should be fried.

On a side note, my mother visited South Africa this spring and is amazed at how far and fast they have come in the segregation issue.

I doubt she was making a mischievous complaint to try and extract a few bucks from the system like 99.8% of the rest of your contry. Yes. Definitely the commies.
