87 billion is certainly a big chunk of change, and I wouldn't be suprised at seeing that number go up. In terms of perspective though its good to keep in mind exactly how much the government normally tosses around. The 2002 federal budget was just over 2 trillion dollars. 87 billion is about 4 percent of that. Not saying its not a considerable amount of money, it is even by Washington standards. Just saying government spending in general is frighteningly large.
