Are you saying you want to pay for someone to turn in parchments, and not for spells they allready have?

I think the presumption is that people would charge less for a spectral turn in and so they take the chance that if they buy 4 turnins for 1k each they have a chance of landing that 20k spell.

Of course the person doing the turn ins takes the chance of selling a 20k spell for 4k.. and of course you have to trust that the person turning em in won;t have a couple back up crap spells in their inventory just in case.
