yes

As far as I know it isn't targetted emails, but rather targetted text advertising. They have a product called AdSense that is currently used for what they call "contextual advertising" os something like that. Through this product, relevant adds can appear on 3rd party sites that you visit (a good example is The NY Times site) and that are signed up for it, and it is in use now. The sites share the revenue with Google.

They are planning on expanding AdSense into Gmail, so their computers will scan messages for potential keywords that will generate text ads on them. I think only a small percentage of messages will actually have ads. Anyway, that's the general gist of it, and I imagine some people will likely have some privacy issues about it. If they do, they don't have to use Gmail. I know I will!
