Doctors supporting U.S. Marine combat operations in Iraq had to brush up their child delivery skills when a young Iraqi woman, Jamila Katham, was brought to their base and gave birth to a six-pound baby girl, U.S. Marine surgeons said. The baby, Katham's first child, has been named Rogenia. The mother and child, both said to be doing well, were given food, water and bandages and were later driven home in a U.S. military ambulance.

well, just on a glimpse...there's blood on her outfit, and she's of a different nationality than the guy in uniform...
granted, it's an inference...but it's probably not a happy reason that he's holding her...

Yeah, looks like the army corpman finished off her family and is just trying to think of the best way to kill the child. If you wanna see some non-uplifting pictures of children in a war time situation, I'm sure I can find some shit from the fucking Museum of Tolerance. I think the above is a far cry from that.
Sorry, I infer it as a medic giving aid to someone who's wounded. I'm sure some bad shit happened, but he's taking care of her now, hence the uplifting aspect of the picture.

That's not the policy. At all. The policy is designed to keep the US soldiers and marines safe from 'technicals'. The policy was also not the cause of the death of that girls family.
Not to mention the fact that you have no evidence to support American soldiers being the cause of that families death. They were between a crossfire of Iraqi soldiers and US soldiers. If the US didn't give a shit, why not just leave her lying in the dirt to die?

I'm sure that man in the picture is giving care to the child, which, yes is a very nice thought...however, I can't look at it and not instantly think of why she is in need of care from the soldier and where her family is...
of course that's just my opinion, others could see it in a different light.
