So exactly what does recommend level mean?

Does that mean if you aren't of appropriate level, you can't equip and item?
Or does it mean the stats won't take effect or what?

Usually you can equip the item, but with greatly reduced stats. If you look at an item with recommended level when your below it you'll see the reduced stats for you in parenthesis.

say you have a weapon w/ a recommended lvl of 50, and u give it to your nOOb warrior. originally the weap may be 22/30 forexample but it may be only 11/40 or something on your low lvl twink. I'm not 100% sure on the ratios that just gives u an idea, or an armor peice would have reduced stats on it overall

I gave my BL twink some rotting gorilla hide sleeves to him with reccomended lvl of 51. I thought i would get stat decrease since it actually did show a stat decrease on them when in my inventory pre 51, but i could not wear them... It said your race/class/deity may not equip this, yet when i hit 51 i could wear them. In some cases you get a stat decrease but can wear and in some cases you simply cannot use that item until that lvl.

When I twinked my bard I gave him a couple items (weapons) that were recommended for 51+ with the weaps it didn't affect the delay, but it did drastically reduce the damage done with them. In cases like armour (strictly speaking I think Kunark armour such as cobalt, donal's, myrlokars is all supposedly 45 or 50+) you can use the armour just not the effect on it.
