Poet's Palace - 4th Floor Access?

Alright, so I can see the location in the middle of the 3rd floor as marked by eq2maps, but how do you get to that room? Is it a door that opens after the 3rd ring event is completed? I couldn't find the fucker.

Kill the 3 cobra events, doors become openable.
