I want to upload the Kidz in the Hall cd on demonoid.com, but I know a lot of people are very picky about bitrates, etc when it comes to mp3's. I want to know what software/what I should do to ensure that the mp3 files I am uploading are the best quality I can make them. Thanks in advance for any help!

I can't specifically recommend any particular program, but you can change settings on many programs to get what you need. Even iTunes has a setting for up to 320kbps, but that is nowhere near the default :P Just make sure you include the bitrate used in your description on demonoid so you don't get chewed out for posting shit.

If you want the best quality go with a lossless format (such as flac). Regardless you probably want to use EAC. If you stick with MP3 then go 320kbps CBR. 192kbps at the minimum.

http://jiggafellz.isa-geek.net/eac/ if you're not very techincally competent. All sorts of screenshots and info on configuring it.
