New cpu wont boot

When I bought my new laptop I gave my old 478 to my sister.
P4 1.6
1gig ram
P4P8X SE asus board
For christmas I decided to buy a much better P4 so she could really extend the life out of the box. I got the P4 3ghz 800fsb 1mb L2 Cache. I knew it ran hot so I got a nice zalman fan with a full copper heatsink. I tried to install it last night but it would never boot. All the required connections are done. I even flashed the bios. It's not the new fan taking too much power because it would boot with the new fan and old processor. I even tried the new cpu and old fan yet it still wouldnt boot.
Unfortunatly theres no other 478 in my house or I would have tested the cpu on it. Did I get a bad processor?
