Trying to help a friends vid card problem

Friend of mine just picked up an XFX geforce 7800gs AGP card. He also upgraded his power supply to a 500w one, so I'm thinking it's safe to rule it out as the culprit. The problem is that when the drivers for the card are installed (91.47 from nvidia website after removing the old drivers) the system starts experiencing some extreme slowdown. It takes several minutes just to bring up a window like the control panel. Tried to get into the nvidia tools to check the graphics chip temp, but that menu just refuses to come up completely.

Was hoping for some advice on what the problem may be. I'm thinking it's either the card is overheating, or perhaps it's something to do with his motherboard. The drivers maybe out of date? I haven't updated motherboard drivers before, so I'm not too eager to advise him to do it since I'm unexperienced with it. He's already freaking out a bit as is :P
