Excel Wizards, HELP! Excel 2k question

Ok, so on every system I have ever used Excel 2k on, when I open up a new spreadsheet it opens in its own window/instance. For some reason it is not working like that on my new XP MCE machine.
I have tried Excel - > Tools -> Options -> Show (X windows in taskbar) and also unchecked.
I have gone into folder options -> File Types -> .XLS -> Uncheck browse in same window
I have gone to Start -> Properties -> Group similar items in task bar
And I have tried all of these things checked, and unchecked. Nothing changes. I have downloaded Office 2k SP1-3 and still nothing. I cant seem to get multiple instances of excel open. The only thing that does work is clicking on the excel shortcut, then going through the File -> Open menu, however this doesnt get me the level of functionality that I need.
I routinely open 100's of excel docs a day and I need to be able to alt/tab between them.
Anyone have any ideas? Im really tempted to wipe this whole computer and begin reloading from scratch, because every other load of Office 2k works the way I want it to. (I have also just uninstalled/reinstalled office, and I have also repaired the installation and restored previous settings)
