Quick question, what is the best way to go about getting the thermal paste or whatnot off of a CPU ?

A clean rag works best for me. Paper towels are fine as well. Anything that won't cause an ESD (electro-static discharge).
The main thing to be careful of is that you don't accidentally bend any of the pins in the process. Feel free to clean it in it's socket if you think this could be a potential problem.

In general, scraping the goo is a bitch. Carefully put alcohol on the desired areas to loosen it up, and, as un-abrasively as possible, scrub the stuff off after a while.
Why would you want to take it off? Are you reusing the processor or the HSF?
