Why would they want to bill in local currency? Why not just let the credit card companies handle all the exchanges? Why would any respectable organization turn away customers as a built-in feature?
I'm a fan of Microsoft, but I never defend stupidity. I bet they spent a shitload of money on this billing system that is of less use than a paypal account.

They wanted to bill in local currency because currency exchanges cost money and nibbles away at their profit. Billing locally minimises that problem, since the exchange costs on a bulk transfer are a much smaller percentage than doing a heap of small exchanges. It made business sense to the accountants, and wasnt reviewed by someone with gaming-world savy.

AC2 doens't need billing problems to suck. It can acomplish that and then some all on it's own.
