It's a (Chase Bank) Platinum Visa card with Sony branding and an incentive plan.
What's the big deal?

It's shrewd marketing to include all of the divisions of Sony in their advertising. There is no mention on (or link to) EQ2 on the main Sonycard site.

This is about as relevant to EQ2 as the NVidia and Intel splash screen adverts you see when you launch the game.

Points are not earned on balance transfers, convenience checks, cash advances, or fees, including fees for products that protect or insure the balance of the Cardmember's account. You'll receive complete details when you become a Cardmember.
That only has to do with the incentive system.
It's industry standard to not give incentive rewards for balance juggling.

and wtf is up with the Dell splash screen in EQ2?

I click through them pretty fast... I forgot there was even a Dell ad.

Ads in games are nothing new.
At least soe has been good in keeping the game itself ad-free. I can't say I'm terribly inconvenienced by a few extra mouseclicks when I'm starting up the game.... but I'm sure someone, somehwhere is upset about it.

In Anarchy Online and Matrix Online there are billboards advertising 'real' products. Alienware was a leader in getting thier ads put into games. In cases where it fits into the gameworld, I would actually prefer to see more ads. It really adds to the immersiveness.

I just think it's weird since EQ2 won't run on 99% of the PCs that Dell ships out. :)

You'd be surprised. The Dell gaming machines stack up well against the midrange alienware and the like.

Their second up from the bottom of the line have Radeon x300 and GForce 6800 (both PCIE) as available options for video cards.... and RAM is dirt cheap these days, so slapping a gig of ram into them costs a pittance.
